PROBLEM TO BE SOLVED: To provide a range shifter and a particle beam irradiation apparatus, which do not exert mental stress on a patient. SOLUTION: The range shifter 16 is provided in the particle beam irradiation apparatus for irradiating the lesion of a patient with particle beams and performing treatment, and moves the spread-out Bragg peak of the particle beam. The range shifter is provided with a substrate 22 for absorbing the energy of the particle beam and a substrate driving mechanism 23 for moving the substrate 22 so as to appear and disappear on the route of the particle beam.
