<P>PROBLEM TO BE SOLVED: To control liquid adhering on a mesh body of a foam member from remaining and solidifying. <P>SOLUTION: An introduction channel 14 formed in a pump head extends along a vertically crossing direction. An opening formed on its one end side works as a nozzle hole 13. A communication hole 21 extending vertically and communicating with an introduction channel 14 is formed in the pump head 15. An inner tube member 23 moving vertically is provided in the hole 21. A foam member 19 is placed at the inside of the member 23. The first elastic member 24 energizing the pump head 15 upward relative to the tube member 23 is provided between the pump head 15 and the member 23. A closing panel 35a is connected on the top end opening edge 23c of the member 23 in a condition where a vertical gap is formed with the end of the one end side in the extending direction of the channel 14 on the edge 23c.
