<p><P>PROBLEM TO BE SOLVED: To provide a radio controller, a radio base station, a mobile station, and a forcible hand-over method, wherein convergence is eliminated by efficiently moving mobile terminals in a cell to other cells when convergence occurs or is expected to occur. <P>SOLUTION: When calls are concentrated on a cell and a convergence state where radio channels are congested is detected, a radio base station detects position information and moving speed of a mobile station in communication in the congested cell are detected and a mobile station which can be handed over to a radio communication system different from a radio communication system constituting a congested radio communication area is decided among mobile stations in communication, and the decided mobile station is forcibly handed over to the radio communication system different from the radio communication system constituting the congested radio communication area. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
