PROBLEM TO BE SOLVED: To provide an instruction execution apparatus for executing processing described in instructions. SOLUTION: When determined that a user has mounted a storage medium to the instruction execution apparatus 103A (step 332), a control part 112 reads information of an instruction management apparatus stored in a storage medium storing instructions allowed to be used by the user (step 334). When the instruction management apparatus storing the instructions allowed to be used by the user is an instruction management apparatus 106B, the instruction implementation apparatus 103A accesses the instruction management apparatus 106B, and transmits a command to transmit the instructions allowed to be used by the user (step 336). When receiving the command (step 342), the instruction management apparatus 106B transmits the instructions allowed to be used by the user stored in an instruction storage part 136 to the instruction execution apparatus 103A (step 344).
