PROBLEM TO BE SOLVED: To reliably perform reduced cylinder operation even if the drive circuit of any one of the actuators fails, in an internal combustion engine driving intake valves and exhaust valves with a plurality of actuators. SOLUTION: In the internal combustion engine driving the intake valves by an IN1 motor and an IN2 motor 68 and driving the exhaust valves by an EX motor 82, the EX motor 82 is driven by using an IN2 driver 91 if an EX driver 92 for the EX motor 82 fails.
