PROBLEM TO BE SOLVED: To provide a valve control device implementing high-speed operation in fully closed-fully opened operation, by preventing overshoot and inverse shift in valve opening/closing operation, even if actuator characteristics are fluctuated by environmental temperature fluctuation. SOLUTION: The valve control device 10 comprises a control calculation processing part 15 performing a location control of a motor 30 applying motor torque opposed to return torque when performing an open/close control of a valve 32 to which the return torque moving the valve in an opened direction or in a closed direction, calculating drive controlled variables of the motor 30 based on a location deviation as a difference between a target location and a location detection result of the motor, and adjusting opening of the valve 32 according to torque balance of the return torque and motor torque. The valve control device 1 further comprises a limit value calculation processing part 11 determining a limit value of the drive controlled variables calculated in the control calculation processing part 15, according to velocity deviation as a difference between a target velocity limiting value and a velocity detection result of the motor.
