A happy event/condolence delivery service system paying a small amount of money through a mobile phone, a method thereof and a payment device thereof are provided to let acquaintances know a happy event or condolence through a simple message without making an invitation card. Happy event/condolence information and happy event/condolence information provider information are inputted from a happy event/condolence receiver(S301). A happy event/condolence informing message is written based on the happy event/condolence information, and is transmitted to a happy event/condolence information provider(S303). Happy event/condolence expense is inputted from the happy event/condolence information provider for happy event/condolence information payment and is processed by a small amount of money(S305). The processed happy event/condolence expense is given to the happy event/condolence information provider(S309). A mobile communication charge to which the processed happy event/condolence expense is added is charged to the happy event/condolence information provider(S311).
