TRANSMISSION DISTRIBUTION SYSTEM AND TRANSMISSION DISTRIBUTION METHOD UNDER OFF-LINE ENVIRONMENT OF LICENSE

PROBLEM TO BE SOLVED: To provide a transmission/distribution system of a license convenient for utilization by a user while making the license of electronic data off-line and keeping the safety of the license.

SOLUTION: A medium 13 to be set to PCs 11 and 12, a content distribution server 10 and a PD 14 utilizing the license of the electronic data incorporates LA (or, the License Chip of the same function). Then, contents and electronic data are ciphered on the basis of the license and exchanged with each other but the license is exchanged only between the LAs by a safe communication method. Thus, the license is correctly managed and the movement of the license is made possible.
