PROBLEM TO BE SOLVED: To provide a radio communication controller and a radio communication control method that can prevent interference affecting other radio communication even when traffic with high burstiness is handled and hence can increase the number of mobile terminals that a radio communication system can accommodate in the same period. SOLUTION: A radio base station 100A has a channel allocation section 115 which sets a radio communication channel and allocates the set channel to a mobile terminal. The channel allocation section 115 can allocates the radio communication channel by using a robust type channel allocating method which is tolerant of variation in inter-cell interference amount or an efficiency type channel allocating method which is less tolerant than the robust type channel allocating method, but can reuse radio communication channels more efficiently than the robust type channel allocating method.
