PROBLEM TO BE SOLVED: To provide an on-vehicle machine, a roadside machine, a content distribution system and a content distribution method which enable a received data amount to be increased in the on-vehicle machine mounted on a vehicle traveling on a toll road. SOLUTION: The roadside machine encrypts and transmits content. A first roadside machine installed at an entrance of an ETC toll gate transmits key data for decrypting the content to the on-vehicle machine permitted to use the content. The on-vehicle machine mounted on the vehicle to receive the content transmitted from the roadside machine is provided with a means for storing the key data transmitted from the first roadside machine, and a decrypting means for decrypting content transmitted from a second roadside machine other than the first roadside machine by the key data stored in the storing means.
