PROBLEM TO BE SOLVED: To appropriately manage an opening report mail for e-mail with a minimized storage capacity. SOLUTION: Mail identification information containing serial numbers is assigned to a plurality of e-mails transmitted by one transmitting operation, mail identification information containing the smallest or largest serial number of the assigned mail identification information and the number of e-mails transmitted by the one transmitting operation is stored, and the e-mails with image file to which the mail identification is assigned are transmitted with an opening report transmitting request. An opening report mail with the mail identification information of the e-mail added as original mail identification information is received from each counter device which received the transmitted e-mail, and whether all opening report mails corresponding to the e-mails transmitted by one transmitting operation are received or not based on the original mail identification information of the received opening report mails, the stored mail identification information and the number of e-mails.
