PROBLEM TO BE SOLVED: To provide a duplex switching method for monitoring control device, capable of performing switching of monitoring control devices with a further simple logic. SOLUTION: Monitoring control devices S-1 and S2 include control parts S-11 and S-21 and processing part S-12 and S22, respectively, with one each of the duplicated control parts and processing parts being operated as an operation system, and the other being operated as a standby system. When communication with the control part is abnormal due to abnormality of the operation system processing part in the control devices, the control right is disposed, and a control right acquisition instruction is transmitted to the standby system to perform transfer processing to the standby system.
