PROBLEM TO BE SOLVED: To provide a fin thruster starting system which solves a problem wherein a predetermined time is required for generating the thrust because any water flow does not exist around a fin in the beginning of the operational start when the fin is employed as a thruster of a ship or the like. SOLUTION: An adequate water flow is formed around a fin by directing the predetermined water flow from a ship bottom to the fin immediately before starting the operation of a fin thruster. By starting the vibration of the fin in this timing, the fin generates the thrust force without generating any time lag, and feeds the water flow backwardly. A rear fin receiving the water flow also successively demonstrates the thrust, the entire fins of fin thruster system demonstrate the desired function within a very short period of time, and the operational efficiency and the mobility of a ship or the like are ensured.
