PROBLEM TO BE SOLVED: To provide a lithographic printing plate, which can surely prevent damages caused by burrs and also can eliminate problems due to stains or the like, and an apparatus and a method for manufacturing the same. SOLUTION: A product machining line 100 cuts a web 12 in the thickness direction by holding the web 12 between at least a pair of an upper blade 44 and a lower blade 54. The upper blade 44 and the lower blade 54 are arranged in the width direction of the web 12 with a clearance CL so that an amount of sag at the cutting position is set to 25 to 70μm. The lower blade 54 is constituted of an acute angle blade of 70°or more at the upper end. The upper end of the lower blade 54 is arranged at a position lower than the upper end of a retaining roller 56 for retaining the lower surface of the web 12, and a level difference angleψof the line L1, which connects the cutting position side end part 56A of the retaining roller 56 and the upper end 54A of the lower blade 54, relative to the horizontal line L2, is set to 5°or less.
