<P>PROBLEM TO BE SOLVED: To relax impact at a stopper generated when an electric power steering is erroneously operated at high speed in a factory or the like, and to prevent damage of a part. <P>SOLUTION: When the rotation speed of the electric motor of the power steering exceeds a predetermined value, a neutral point release part of the electric motor is closed and a braking circuit is constituted.
