A use limit determining part 562 limits debit settling based on the second use limiting information corresponding to a financial institution code specified based on settling demanding information from a debit terminal 80, and limits debit settling based on the first use limiting information corresponding to the terminal ID of a the vending machine specified based on the settling demanding information.
