PROBLEM TO BE SOLVED: To provide an operation device and a lighting device capable of turning a lighting fixture in response to a manual operation while observing the lighting fixture for changing an irradiating direction. SOLUTION: The operation device 1 has a first operation input section 2 having an operation switch 6 operated linearly, a second operation input section 3 having an operation switch 6 operated at a circularly, and control means 4 and 5 for outputting a control signal which makes an irradiating angle change in the tilting and panning directions of a lighting fixture in response to the number of operation inputs and operation directions against respective operation switches 6 at the first and second operation input sections 2 and 3.
