PROBLEM TO BE SOLVED: To suppress nonlinear distortion of a reproduced signal in a recording and reproducing apparatus of a nonlinear system. SOLUTION: When recording data in an optical disk 100, a recording and reproducing apparatus records a part of the data and thereafter reproduces it. The recording and reproducing apparatus is provided with a DC control bit determination circuit 11 which decides the value of a DC control bit to be inserted to the data to be recorded in the optical disk 100. The DC control bit determination circuit 11 decides the value of the DC control bit in consideration of not only a DSV value calculated from the data not recorded yet in the optical disk 100 but also the distortion amount of the waveform of the signal reproduced from the optical disk 100.
