PROBLEM TO BE SOLVED: To provide a flat heating element in which neither an electrode portion made of an electrically conductive material nor a heating portion made of a resistor material peels from the base material and in which no abnormal heat generation occurs in the electrode portion and uniform heat generation in the heating portion can be assured, while maintaining flexibility and elasticity. SOLUTION: The flat heating element includes a base material 2 having flexibility and elasticity, a pair of electrode portions 3a and 3b provided on a surface of the base material 2 and made of an electrically conductive material 5, and a heating portion 4 connected to the pair of electrode portions 3a and 3b and made of a resistor material 6 having a self temperature control function.
