The electrolysis device has electropositive metallic anode and cathode material with a negative normal potential in the polar buffered dielectric in non-conducting position. Metal ions are released from the electrode material in the dielectric in a conducting condition. The electrode material has copper, zinc, magnesium, aluminum, iron or alloys of these metals, and also has zirconium, silicone, manganese, phosphorus, carbon, sulfur, vanadium, strontium or molybdenum.
