In a communication system (100) formed by a plurality of terminal devices (10), the role to approve participation of a new terminal device (10) in the communication system (100) is assigned to one of the terminal devices (10) selected. Moreover, the selected terminal device (10) approves participation of the new terminal device (10). Communication is executed in the communication system (100) which includes the new terminal device (10) whose participation has been approved. Here, among the plurality of terminal devices (10), the terminal device (10) to be selected is switched from one to another.
