<p><P>PROBLEM TO BE SOLVED: To provide a handover control system allowing even a mobile node mounted with a first protocol to perform high-speed handover within a network corresponding to only a second protocol. <P>SOLUTION: The mobile node MN30 which supports an MIPv6 protocol for instance as the first protocol is mounted with DSMIPv6 as a means of communication via the second protocol for communicating with a communicating party within an IPv4 radio IP network 12 which supports only IPv4 for instance as the second protocol, and is mounted with FMIPv4 as a second protocol handover control means for performing handover during movement 53 between access routers AR3 43 and AR4 44 within the IPv4 radio IP network 12.
