<P>PROBLEM TO BE SOLVED: To enable to convey a base material (base material for MEA) constituting the MEA such as a gas diffusion layer one by one surely. <P>SOLUTION: In a manufacturing device of a fuel battery cell in which the base material for the MEA out of the laminated base materials for the MEA is retained by suction by a suction hand 22 one by one, and conveyed to a prescribed position, and in which assembling is carried out at the prescribed position, at the time of conveyance, a suction suppressing means to suppress that a plurality of sheets of the base materials for the MEA are sucked is provided.
