PROBLEM TO BE SOLVED: To properly switch a node in a cluster system. SOLUTION: A device communicably connected to each of three or more nodes constituting the cluster system holds resource information showing information related to a resource used by an application for each of the three or more nodes. The device receives resource state information showing a change of a state related to the resource from each the node, updates the resource information based on the received resource state information, determines a next active node based on the updated resource information, and notifies at least one node of the three or more nodes about the determined next active node.
