PROBLEM TO BE SOLVED: To provide a new heat control device of lightweight and simple structure to be properly used for a spaceship and in the environment on the earth wherein a temperature difference is large. SOLUTION: The heat control device includes a base plate connected to a thermally controlled object freely to exchange the heat, one or more heat exchange paddles fitted to the base plate freely to be expanded and housed, a paddle driving means provided in an end of the base plate to drive expanding operation and housing operation of the heat exchange paddles and to change angle of expansion thereof, and a heat transport element provided to connect the base plate to the heat exchange paddles. A first surface of the base plate on the opposite side to the thermally controlled object, a second surface thereof as the surface side of the paddle, and a third surface thereof as the back side of the heat exchange paddle are formed into any one of a heat radiating surface, a heat absorbing surface, a heat insulating surface and an emissivity changing surface, and angle of expansion of the heat exchange paddles can be changed.
