PROBLEM TO BE SOLVED: To decide permission/non-permission of passage of a passenger from outward appearance of the passenger under a situation wherein a plurality of passengers simultaneously pass. SOLUTION: A wireless tag possessed by each of the passengers wirelessly transmits ID data. A light emission instruction is sent to the wireless tag of the ID data electric wave-received by an ID data receiver from a light emission instruction transmitter. The wireless tag wirelessly receiving the light emission instruction for itself emits light. Because the wireless tag emitting the light inside an image of a monitoring camera is the wireless tag having sent the light emission instruction, the ID data are understood. Accordingly, face data corresponding to the ID data are read, a face image of the passenger possessing the wireless tag is cut out by image analysis, and is performed with comparison collation. Thereby, even when the plurality of persons simultaneously pass a gate of a department store or a congested company in an office going time zone, the permission/non-permission of the passage of each the passenger can be decided from the outward appearance of each the passenger.
