PROBLEM TO BE SOLVED: To provide an information distribution device and system not requiring updating work when distributing content data to the image information display of a mobile body and capable of distributing appropriate content data at an appropriate location. SOLUTION: This information distribution device 2 distributes content data to the image information display 5 of a mobile body (railroad train 1). It has location and running state sensors (1a, 1b, 2f) to grasp the locations and the running states of the mobile body (railroad train 1), a memory (2b) to store the location information containing at least the locations and the running states obtained in the location and running state sensors (1a, 1b, 2f), a database section 2g to store the content data, and a computing processor 2a to distribute the content data to be displayed on the image information display 5 from the database section 2g based on the location information stored in the memory unit (2b).
