PROBLEM TO BE SOLVED: To provide an oil seal having a sufficient sealability, and expressing extremely low friction loss. SOLUTION: A polymer brush 120 formed by graft-polymerizing a plurality of polymer chains at a position facing an action surface 110A of a sealing member 110 with tips thereof nearly linearly extended and oriented toward the action surface 110A, is arranged on the outer circumferential surface 101A of a rotary shaft 101. The polymer brush 120 is lubricated with sealing lubricant base oil. This oil seal has a sufficient sealability for preventing inconvenience such as leakage of oil sealed in and air, and intrusion of foreign matter from the outside even in a part of an industrial machine with a severe use condition, and can provide energy-saving operation by efficient rotation of the rotary shaft 101 by extremely low friction loss.
