A system for regulating a cooling fluid within a turbomachine is provided to supply deterministic flow through a cooling circuit. A system for regulating a cooling fluid within a turbomachine comprises a plurality of bypass chamber(310) including a bypass chamber opening. Each of the bypass plug(340) is inserted to each bypass chamber opening. The bypass plugs is included in at least one wheel space region in order to prevent cooling fluid from being introduced.
