A method of forming RLC blocks for contents synchronisation within a mobile radio communications network and including the step of providing a control element for each of a plurality of SDUs within the said block, wherein each control element comprises a header element arranged to precede its respective SDU, and to the network device for providing the said blocks and to such blocks as having such a structure.
