<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method by which a toner image excellent in image quality is stably formed by applying patch processing technique suitable for a non-contact developing type image forming apparatus. <P>SOLUTION: A thin line image as a low-density patch image is formed while changing and setting DC developing bias Vmean in many stages from a minimum value Vmin to a maximum value Vmax in a state where exposing energy E is fixed (for example, E=E2).
