A skin external use composition for blocking an ultraviolet includes Rehmanniae radix preparata extract as an active ingredient. A cosmetic material for blocking an ultraviolet includes Rehmanniae radix preparata extract as an active ingredient. A 1~50 weight% of the Rehmanniae radix preparata extract is included in the 50 weight% of composition. The cosmetic material is cream, emulsion, and gel or paste type.
