A second battery device for a vehicle's cigar jack protects an electrical apparatus by removing repetitive on, off operations generated when starting the vehicle. An electric double layer capacitor considers the capacity of the electrical apparatus, an operating voltage, and the time in which the starting of motor is completed when the cigar jack electricity prevention phenomenon occurs in the starting of motor. The electricity is supplied to an electrical apparatus by the electric double layer capacitor and the electrical apparatus maintains the operation state. If the starting of the vehicle is put out and the electricity is blocked at the cigar jack, the output switch of the second battery device of the vehicle's cigar jack operates by the electric double layer capacitor. In case the electric double layer capacitor is discharged below the reference voltage, the output electricity is intercepted by turning off the output switch.
