A wastewater-treating apparatus is provided to improve an efficiency of waste water treatment processing, to simplify a treatment process without a separate flow control bath and to decrease unnecessary construction cost. A wastewater-treating apparatus(100) comprises a pre-processor(110), a biological reactor(120) and a membrane separation part(130). The pre-processor removes suspended materials in foul water flown in. The biological reactor dissolves organic compounds using microorganism by being connected to the pre-processor. The membrane separation part separates sludge and processing water generated by the biological reactor. The biological reactor controls a flow rate flowed in into the membrane separation part by using a pump(125). The membrane separation part is an external membrane bioreactor.
