A diagnostic test block and method for the FA solenoid valve of a hydraulic actuator are provided to diagnose the soundness of the FA solenoid valve by measuring the leakage flow rate of the FA solenoid valve and estimating the performance of the FA solenoid valve. A diagnostic test block for the FA solenoid valve of a hydraulic actuator comprises a valve mounting part(100) in which the FA solenoid valve is mounted, a flowmeter mounting unit(200) in which flowmeter is mounted, and a connection part(300) connecting between the valve mounting part and flowmeter mounting part. The valve mounting part includes a test block mounting groove(h1'), a pressure port connection port(P'), a supply port connection port(A'), and a return port connection port(T'). The flowmeter mounting unit includes a flowmeter mounting groove(h2') and a gauge pipeline(220). The connection part includes a connection pipeline(310).
