PROBLEM TO BE SOLVED: To minimize a chance for mixing air in a working oil besides preventing the development of an aeration phenomenon. SOLUTION: A hydraulic damper comprises a reservoir chamber R between an inner cylinder and outer cylinder, an outflow pipe 7 which is projected to a head part 5 for blocking one end openings in the inner cylinder 1 and outer cylinder 2 and which allows working oil from the inside of the inner cylinder 1 to pass therethrough toward the reservoir chamber R side, and an inflow pipe 8 which is projected to a bottom part 6 for blocking the other end openings in the inner cylinder 1 and the outer cylinder 2 and which allows working oil from the reservoir chamber R to pass into the inner cylinder 1, wherein a tip in the outflow pipe 7 is formed in the bottom 6 to be opened in a chamber 6b communicating to the inside of the inner cylinder 2 while being separated from the reservoir chamber R, and the base end of the inflow pipe 8 is opened in the chamber 6b.
