PROBLEM TO BE SOLVED: To prevent announcement about mislaying in a vehicle from becoming excessive. SOLUTION: In a mislaying announcing device 10, a brought-in thing learning function part 13c registers the number of times when a brought-in thing whose image has been recognized and discriminated by a hand thing image recognition/discrimination processing part 13b has been brought in, the number of times when the brought-in thing has been brought out of a vehicle 1 and the rate (bringing-out rate) of those number of times in a bringing-in learning table 12d of a storage part 12. Also, a brought-in thing mislaying decision part 13d refers to a brought-in thing learning table 12d concerning a brought-in thing which has not been brought out of the vehicle 1 by the brought-in thing image recognition/discrimination part 13b, and when the bringing-out rate of the brought-in thing is less than a predetermined threshold, decides that even when the brought-in thing still exists in the compartment of the vehicle 1, it has not been mislaid but left behind based on the intention of a passenger.
