PROBLEM TO BE SOLVED: To provide a method of favorably manufacturing a glass powder, used for forming a dielectric layer or a partition suppressing yellowing and excellent in transmittance and dielectric strength of a plasma display panel. SOLUTION: The method of manufacturing the glass powder involves a dry pulverizing process. The dry pulverizing process includes a water-supplying pulverizing process (1) of pulverizing in a casing 31 under the condition of flowing a gas while continuing water supply into the casing 31 of the pulverizer 30 containing a vitric material of an object to be pulverized until a final supplied total water amount comes to the amount corresponding to at least 10 mass% of a total vitric material amount contained, and a non-water-supplying pulverizing process (2) of further continuing the same pulverization in the casing 31 under the condition of flowing the gas while stopping water supply after the supplied total water amount comes to a predetermined amount.
