PROBLEM TO BE SOLVED: To provide a recording and playback device capable of optimizing a rotational speed of a recording disk rotated when data is recorded in the recording disk or the data recorded in the recording disk is played back. SOLUTION: The recording and playback device is configured in the following manner. When an optical disk 2 is loaded on a loading tray, a system control unit 5 obtains identification information and physical characteristic information recorded in the optical disk 2. The system control unit 5 detects a rotational speed common to a rotational speed indicated by the obtained physical characteristic information and a rotational speed stored in its own ROM, and performs, when it detects a plurality of rotational speeds, recording processing for measuring an error rate according to each detected rotational speed. The system control unit 5 measures the error rate by playing back test data recorded in the optical disk 2 for each rotational speed, and specifies a rotational speed corresponding to a minimum error rate. The system control unit 5 correlates the specified rotational speed with the identification information obtained from the optical disk 2 to register it in an optimal rotational speed management table 10.
