PROBLEM TO BE SOLVED: To provide a liquid crystal optical element manufactured by a simple method, such as, application and capable of enhancing light utilization efficiency, and a manufacturing method of the liquid crystal optical element, and to provide a display device provided with the liquid crystal optical element and an electronic device provided with the display device. SOLUTION: The liquid crystal optical element 20 is provided with a base material 1, subjected to non-alignment treatment and a liquid crystal layer 10 provided on the base material 1 and made of a liquid crystal material. The liquid crystal layer 10 has a plurality of circular domain parts 11, each having a circular shape and a uniform size, as viewed from the normal direction of the base material 1 on the base material 1.
