PROBLEM TO BE SOLVED: To provide an octane number-increasing catalyst, a fuel reformer of an internal combustion engine having this catalyst, and the internal combustion engine, whereby improving a combustion characteristic. SOLUTION: This octane number-increasing catalyst enhances an octane number of liquid phase fuel in the presence of oxygen. The fuel reformer of the internal combustion engine operates by generating heat. The fuel reformer of the internal combustion engine has an octane number-increasing catalyst device having the octane number-increasing catalyst 10 for enhancing the octane number of the liquid phase fuel in the presence of the oxygen, and an oxygen supply unit for supplying the oxygen to the octane number-increasing catalyst device.
