PROBLEM TO BE SOLVED: To provide a simple method and a device for starting a shaftless hydraulic turbine power generation device of which stationary friction force gets too high to be started by water stream owing to enlargement thereof. SOLUTION: A shaftless hydraulic turbine 1 is provided with a stator 12 having a stationary annular part surrounding stream in a water pipe and a rotor 11 having a rotary annular part rotating at an inside of the stator, is provided with a permanent magnet 15 at the rotary annular part of the rotor 11, is provided with a plurality of propeller blades 13 at an inner circumference of the rotary annular part, and rotatably supports an outer circumference of the rotary annular part via water lubrication bearings 17, 18 while meshing with an inner circumference of the stationary annular part. The bearings 17, 18 are out under condition where the same are put in a fluid lubrication region by supplying electric power at a time of start of the shaftless hydraulic turbine 1, stream is supplied, and the rotor 11 is rotated to generate electric power. When foreign matter gets caught in the propeller blade 13, the foreign matter can be easily removed by restarting the hydraulic turbine after tentative stop or rotating in a reverse direction.
