The arrangement has a transmitter electrode device for inducing an alternating electric field in an observation zone or a surrounding area of the observation zone. A receiver electrode device is provided for detecting an electric field in the observation zone or the surrounding area. An isolating electrode device is provided for shielding a part of the electric field that extends between the transmitter electrode device and the receiver electrode device. The electrode devices are made of a conductive plastic i.e. elastomer material.
