An apparatus and a method for providing mobile video telephony by using a display device are provided to recognize a call request easily from another person through the display device while watching TV or working and perform a video call while watching TV or working. A subscriber identification module(151) includes subscriber authentication information for requesting subscriber registration to a mobile communication network. An external signal input unit(172) receives a video signal and a voice signal from the outside. A video call signal input unit receives video or voice generated during a video call. A mobile communication modem unit(173) transmits and receives data generated during a video call with a calling terminal. Video/voice output units(175a,175b) output video and voice. A controller(179) outputs the video and voice received from the calling terminal while outputting the video signal or voice signal received from the external signal input unit through the video/voice output unit.
