PROBLEM TO BE SOLVED: To provide a permanent curled hair-forming cosmetic which can effectively form permanent curls for hair largely damaged by applying a hair color treatment, a bleaching treatment or the like and can well reduce a scorched odor, permanent treatment odor or permanent treatment residual odor on the operation of an ironing operation, and to provide an oxidative cosmetic which can improve good ironing operability and the condition of hair surface by being together used with the permanent curled hair-forming cosmetic. SOLUTION: This permanent curled hair-forming cosmetic containing at least a reducing agent is characterized by containing (A) ammonium thioglycolate and (B) monoethanolamine thioglycolate in a [(A):(B)] mass ratio of 1:5 to 1:17 as the reducing agent, and containing germanium in an amount of 0.0004 to 0.012 mass% based on the total amount of the permanent curled hair-forming cosmetic.
