SOLUTION: In the traffic jam easing system 1, the ground system 3 includes first identification information acquisition means 14 and 13 for acquiring identification information of a vehicle passing through a predetermined part S; first passage time acquisition means 14 and 13 for acquiring first passage time when the vehicle passed through the predetermined part; second identification information acquisition means 15 and 9 for acquiring identification information of vehicle passing through the narrowed road; second passage time acquisition means 15 and 9 for acquiring second passage time when the vehicle passed through the narrow road; a traffic jam arithmetic control part for determining the priority order of each vehicle passing through the narrowed road based on the first acquired time; and a transmitting device for transmitting the priority order to each vehicle. The traffic jam prediction control device 20 includes a receiving device 35 for receiving the priority order and report devices 36 and 37 for reporting the priority order to an occupant.
