PROBLEM TO BE SOLVED: To uniformly cool a hot steel pipe, which is linearly delivered both in the circumferential direction and the axial direction. SOLUTION: A cooling apparatus 3 includes headers 5 and spray nozzles 7. The headers 5 are each a cylindrical pipe forming concentric circles with the steel pipe P, and a plurality of spray nozzles 7 is provided on the circumference of each header 5 and is slanted from the direction perpendicular to the outer surface of the steel pipe P toward the direction of delivery of the steel pipe P. The spray nozzles 7 are capable of ejecting cooling water so that the impingement pressure at the impingement center C of the steel pipe P becomes≥2 kPa. A set of the header 5 and a spray nozzle group 8 is plurally provided in the axial direction of the steel pipe P at an interval corresponding to the length R of the high-cooling-power range. Cooling water ejected from the spray nozzles 7 in a plurality of rows flows down the outer surface of the steel pipe P in the axial direction without producing a steam film within the high-cooling-power range and uniformly cools the steel pipe P both in the circumferential and axial direction.
