A communication device operates as a base station which can be applied to a radio communication system in which adjacent cells use the same frequency and operates with a frame timing of the same adaptability matched between adjacent cells. The communication device includes: a grouping unit (22) for deciding adaptability according to reception quality reported from a mobile device in a cell and grouping the mobile device or connection for each of the adaptabilities; a per-adaptability frame use rate judging unit (23) for deciding a data mapping amount (free capacity) for each of the adaptabilities in accordance with an interference amount; and a frame mapping unit (24) for mapping the mobile device of the connection grouped for each of the adaptabilities, onto a radio frame for each frame, in accordance with the decided data mapping amount.
