PROBLEM TO BE SOLVED: To provide a video output device having a control circuit which is adaptive to a variety of display means having different settings and makes a display means display prescribed image information in a period from right after the power source is turned ON until when video signal is displayed, and to provide a mounting method for mounting the control circuit on the video output device. SOLUTION: In the video output device 1 which outputs the video information, a second display control unit 2 includes a crystal vibrator 21 and a PLL circuit 22 which generate a reference clock signal when the power source of the video output device 1 is turned ON, and a control circuit 25 having a plurality of external terminals 25a, ..., for setting display setting information associated with display settings of a display unit 5, is configured to make the display unit 5 displays prescribed image information stored in a nonvolatile memory 26 on the basis of the display setting information set through a plurality of external terminals 25a, ..., according to the generated reference clock signal for the period from when the power source of the video output device 1 is turned ON until when the video information input from a tuner device E is displayed by the display unit 5.
