PROBLEM TO BE SOLVED: To provide a ferritic stainless steel sheet hardly causing surface roughness at bending and also to provide its manufacturing method. SOLUTION: The ferritic stainless steel sheet hardly causing surface roughness at bending has the following characteristics: it has a composition consisting of, by mass, 0.001 to 0.02% C, 0.05 to 0.5% Si,≤0.5% Mn,≤0.04% P,≤0.01% S,≤0.1% Al, 20 to 24% Cr, 0.3 to 0.8% Cu,≤0.5% Ni, 0.20 to 0.5% Ti, 0.001 to 0.02% N and the balance Fe with inevitable impurities; the average size of ferrite grains is≤30μm; and TiC having 0.5 to 2.0μm average size is precipitated.
